Open Education is often described as a movement aiming to improve access, quality, and usability of education content, and ultimately the experience of formal and informal learning.
Carolina Rossini, Vijay Kumar, Cable Green, Nicole Allen, and David Wiley bring their unique perspectives and experiences to this online panel discussing a range of important Open Education Resources topics from access to sustainability to quality.

Carolina Rossini
Coordinator, since 2008, of the Brazilian OER-Brazilian Project funded by the Open Society institute, focused on policy making and community support to foster OER development and adoption in Brazil. Carolina was, for the past 2 years, a Fellow with the Cooperation Research Group at the Berkman Center, coordinating the Industrial Cooperation Project, under the lead of Yochai Benkler. She is an attorney with experience in intellectual property, international development, innovation policy, internet policy, the digital commons, and the impact of technology on cultures.
Carolina holds positions at the Diplo Foundation as a fellow for the Intellectual Property and Internet Governance Program, where she authored and teaches an online course on Intellectual Property.
Before moving to the U.S., Carolina was part of the Brazilian Creative Commons team at Fundacao Getulio Vargas Law School. At that Law School she coordinated the Legal Clinical Program and the CC Latin America chapter of Open Business, and was a lecturer in Intellectual Property and Introduction to Law disciplines.
Before joining the academic life, Carolina was a counsel for almost 7 years at Telefonica Telecommunications Group in Brazil, having worked in Brazil and Spain.
She holds a LL.M. in Intellectual Property from Boston University (2008), and degrees from the Sao Paulo State University-UNESP (Master in International Negotiations – 2006), University of Sao Paulo (Bachelor in Law – 2000), Instituto de Empresa-IE, Spain (MBA in E-Business – 2004), Specialist in Industrial Property (University of Buenos Aires – 2006).
Carolina is an active author of papers and book chapters, and is a regular speaker at national and international conferences.
M.S. Vijay Kumar
As Senior Associate Dean of Undergraduate Education and Director, Office of Educational Innovation and Technology, Vijay provides leadership for sustainable technology-enabled educational innovation at MIT. Vijay is a member of the Advisory Committee of MIT OpenCourseWare and the Executive officer for MIT’s Council on Educational Technology.
In recent years, Vijay has been actively involved in efforts, such as those supported by the Hewlett Foundation, to advance the use of open educational resources for improving educational access and quality. He is a co-editor of a Carnegie Foundation book ‘Opening up Education’ (MIT Press, August 2008). He has authored numerous articles in the area of educational innovation and technology strategy.
Vijay served as honorary advisor to India’s National Knowledge Commission (2006 – ’09) and advisor to the Open University of Catalonia. He has been an adviser to UNESCO on its strategies for open educational resources, open technology and policy. He has recently been appointed as IT Advisor to the Singapore University of Technology and Design, to the Qatar Foundation International for educational technology and innovation and as Trustee of EDC, an international educational development organization.
Vijay received his doctorate in Education (Future Studies, focusing on educational computing and planning for technological innovations in education) in 1986 from the University of Massachusetts, Amherst. Before this, he received an MS in Industrial Management in 1978 and a B. Tech. in Chemical Engineering in 1975, both from the Indian Institute of Technology, Madras.
Vijay, his wife Dr. Rukmini Vijay Kumar and their son Suhas live in Lexington Massachusetts. Vijay is a music aficionado and has been known to exercise his musical talents at local gatherings.
Cable Green
Director of eLearning & Open Education, Washington State Board for Community & Technical Colleges
Dr. Cable Green is the Director of eLearning & Open Education for the Washington State Board for Community and Technical Colleges (SBCTC). He provides leadership for the college system on strategic technology planning, opening and sharing digital content, growing and improving online and hybrid learning, and implementing enterprise learning technologies and support services.
Cable joined the SBCTC in 2007. Prior to this, he served as the Director of Technology for the Ohio Learning Network and Director of Educational Technology for the Ohio State University College of Pharmacy. Returning to the Northwest, he earned his BS in international affairs from Lewis and Clark College. He holds an MPC from Westminster College, a MA in communication from Ohio State University, and a PhD in educational technology from Ohio State.
Cable is particularly interested in how digital networked technologies and open educational resources are changing higher education. He has a targeted interest in how educational technologies and connectivist pedagogies can be successfully combined to help learners create, manage, and contribute their work through open knowledge initiatives.
Nicole Allen
Textbooks Advocate for the Student Public Interest Research Groups (Student PIRGs).
Nicole Allen is the Textbooks Advocate for the Student PIRGs and director of the Make Textbooks Affordable project. She works with students, faculty and decision-makers across the country to address the rapidly rising cost of college textbooks through grassroots organizing, public education and advocacy.
Since 2007, Nicole has coordinated several large-scale campaigns, including passing a federal law requiring textbook publishers to disclose important price information and organizing more than 2,500 professors to sign a declaration of support for open-source textbooks. Nationally recognized as a leading issue expert, her research and opinions have been cited in numerous publications including The New York Times, The Wall Street Journal, and USA Today.
A life-long activist, Ms. Allen began her career in higher education advocacy as a student at the University of Puget Sound in Tacoma, WA, where she graduated in 2006 with a degree in Philosophy. She now lives in Providence, RI.
David Wiley
Dr. David Wiley is Associate Professor of Instructional Psychology and Technology at Brigham Young University, where he also serves as Associate Director of the Center for the Improvement of Teacher Education and Schooling with responsibility for the research unit.
David is founder and board member of the Open High School of Utah and Chief Openness Officer of Flat World Knowledge. David was formerly Associate Professor of Instructional Technology and Director of the Center for Open and Sustainable Learning at Utah State University. David has been a Nonresident Fellow at the Center for Internet and Society at Stanford Law School, a Visiting Scholar at the Open University of the Netherlands, and a recipient of the US National Science Foundation’s CAREER grant. David is also the Founder of OpenContent.org and was recently named one of the 100 Most Creative People in Business. His career is dedicated to increasing access to educational opportunity for everyone around the world.
David is an active member of The Church of Jesus Christ of Latter-day Saints (the Mormons), and served a two-year mission for the church in Fukuoka, Japan. David lives in Utah with his wife, Elaine, and their five children.
